Strategy behind the Standard
Hybrid cycle tracks (sometimes known as ‘stepped cycle tracks’) are cycle tracks set below footway level, typically protected from the carriageway by a lower height kerb and usually directly next to it.
Hybrid cycle tracks are created by reallocating carriageway space and are usually provided on both sides of the road. They provide greater separation from traffic and enhance the perception of safety compared to cycle lanes, while facilitating cycle access between the hybrid track and the carriageway. Hybrid tracks can be used for contraflow cycling.
Cycle tracks within the highway are created through an order made under section 65 of the Highways Act 1980. Further details on legal procedures are given in Appendix C of LTN 1/20.

How the Standard should be applied
They are to be used on roads with speed limits of 30-40mph, and would be suitable for roads with medium to high traffic volumes and/or a high proportion of HGVs.
